Are there any warnings or errors (Flex warnings orerrors)
in the page? There is a known issue where the pageTitle property is not
displayed if the page contains warnings or errors.

It should work if you have the `pageTitle` property of the Application
tag set.
<mx:Application pageTitle="MyFlex App" ...
