A few things:

Builder doesn't need to start an external JVM, it's Java.
I don't think Eclipse runs on 64 bit Java
x86 has had a 48 bit address bus since the Pentium Pro, so you can have 16gb
in 32bit mode (using iirc 4mb instead of 4k pages).

You aren't going to need more than a gb or two for eclipse, but Oracle will
basically take as much as you can give it (so long as not on XE).
