The question suggests a bit of misunderstanding of the platforms. Flash and Flex are two different platforms for arriving at the same result, a swf that runs in the Flash VM. And either is capable of achieving that result.
That said. When it comes to video, the component libraries provided in Flash are generally more mature than those in Flex. The Flash component for video playback, FLVPlayback, supports more features and is more well rounded than it's Flex counterpart, VideoDisplay. That is not to say that you couldn't achieve the same result with Flex's VideoDisplay, it's just going to be a bit more work.
