Further more, if you didn't use the standard playback components i.e.
just created the video Object (Video) and embedded in a Sprite using
your own NetConnection and NetStream routine the differences would be
minimal (due to both simply using ActionScript). From what I can
recall there would certainly be a different way of tackling FullScreen
in Flex as opposed to Flash though.

result, a swf that runs in the Flash VM. And either is capable of
achieving that result.
That said. When it comes to video, the component libraries provided in
Flash are generally more mature than those in Flex. The Flash
component for video playback, FLVPlayback, supports more features and
is more well rounded than it's Flex counterpart, VideoDisplay.
That is not to say that you couldn't achieve the same result with
Flex's VideoDisplay, it's just going to be a bit more work.
