AIR to Flex is just like Flex + additional OS related API's. Therefore you can technically create a Flex project, and grab in all the assets from the AIR application. The tricky part would be the manual steps to eliminate the calls to AIR specific code. I cannot think of a turnkey solution but if the app is coded well, it should be a piece of cake to make this conversion.
