hmm...like the previous poster stated, its secure if your client to server communications are done over https.  unless you mean the storage of the data, which depends upon your storage format.  An Oracle DB is likely to be slightly more secure than a text file sitting in the root dir of your web server, called 'get_your_credit_card_numbers_here.txt'...
