It appears that  {context.root} is not being set up in Eclipse cached version of the /web-inf/flex/flex-enerprise-services.xml. If you are compiling in Eclipse, as a quick fix you can hardcode your application name in that place. Please make sure you restart Eclipse and recompile app as it is being cached.
