MXML is 100% compliant with XML syntax; it can be parsed by XML tools. But that is different from saying that you can write an XML Schema document that describes which tags and attributes are legitimate in which locations.
For example, one of the rules of MXML is that you can write a scalar property as either an attribute or a child tag. That isn't something that is easy to describe in Schema. Also, you can put controls inside containers, but not containers inside controls... well, except for renderers... This kind of thing is also hard to describe in Schema. We attempted to provide a Schema for 1.X and it proved to be extremely ugly.
