Did you try setting the Panel's minWidth and minHeight like I said? I know this sounds backwards but Alex explains why Adobe did this.

I had the same problem, I wanted my workspace container to be the '100%' view.

Now that I think about what you said, you actually don't want the Panel to be 100% if the children are less then the viewable 100% height right? If that is the case, your right there probably has to be more complex sizing rules programmed.

Seems like this is a chicken and egg scenario. :)

Just from thinking about it, you might be able to add a RESIZE handler to the Panel, then in that if the Panel's measuredHeight > parents height - padding and borderMetrics, call Panel.percentHeight = 100, if it is less than the last calculation, call Panel.height = Panel.measuredHeight.

That might work, I don't know just a guess.
