I had built one myself when CSE first came out. The issue I had then was the number of blogs out there which regular google would turn up that mine would not because I had not added them seemed significant enough to ditch it.
I think having one person clean / control the list is invaluable to prevent duplication of efforts, etc. If there were an 'Request URL XYZ to be added' button / page, it would probably help the content collection process.
