There should be a 'Calisto' update url (if not, google for it and add it).
Calisto was a syncronised update of Eclipse, WTP etc.
Failing that, get the plain Eclipse and add WTP to it via WTP's update URL.

We use the standalone JRUN for developing, and I imagine the latter of your 
two options would be much better as the turn-around time is smaller.
