All I'd like is a local version of the Language Docs so I don't have to depend on adobe.com (or more specifically the load on adobe.com during the middle of the day). What is the recommended way to access those via browser?

No, these are templates for ASDoc which seems to be now included in Flex. I believe the Flex docs are packed in jars in the Eclipse PlugIn folder (on plugin version that is, no clue about the full builder version).
