I used to have this issue, but I found it went away after I reset IE to check every time far a new file. It also made a big difference to make sure that the server was sending the correct caching headers. Check the HEAD on a request to determine if it is sending the correct expires header. I only do this for development. Production environments should be able to run without problems if there are browsers caching things.
