Avoid Silverlight- It doesn't come with a large library of pre-built UI and layout components that simplify and speed up development. All you have to work with is a Box, an Ellipse, and a Text Box. Knowing Microsoft they'll be releasing these necessary support classes sooner or later, but for the time being the overhead cost of trying to rearchitect even the most basic interactive components is astronomical.
