To know that you don't have the debug player installed, you must have
gone to this page:

http://kb.adobe.com/selfservice/viewContent.do?externalId=tn_15507

On this page, if you click on the "Products Affected" link and on this
subsequent page click the "Additional Downloads" Link, you will be
taken to the page that allows you to download a debug player.

As an aside, when you install Flex Builder it also installs the debug
player.
