OK. Actually that does help. I think you may have a corrupted binary somewhere.
Create a new folder for PowerSDR v1.19.3 (PB-PAL) and do a new checkout of the application folder. Don't just delete the files in the existing folder and then do an update. You want to make sure that you actually download the files from the SVN server and not get them from cache.
