If it is a USB mouse, plug it into a different USB port and see if that makes a difference.
Also for FLEX-1500 users, you do not want to connect low speed USB device to the same USB controller that you have the FLEX-1500 connected to. This can adversly effect the performance of both devices. If I run a USB mouse the wheel works fine changing frequency. When I use a wireless mouse that is windows 7 compliant the mouse wheel doesn't work properly or not at all.
