I have seen this as well with version 2.0.19.
 
I generally run at 79% Drive level with ALL previous versions of PowerSDR
but with PowerSDR 2.0.19 I have to reduce the drive clear down to 47% for
the exact same output power level to drive the AMP at 75 Watts on voice
peaks.

With out the FLEX having ALC it is very important that the Drive level does
not over shoot above the set level. 
In the past there was ALWAYS the peace of mind that the Maximum output would
stay where your TUNE Drive was set, even 

When my radio is set @ 100% on 40 meters my radio puts out 147 Watts on my
calibrated "WAVE NODE" Power Meter even after a Database Reset.
 
SO just be careful and check your Voice Peaks with a Peak reading Watt meter
so you don't smoke your amp and hope this is fixed soon.

I can attest to Steve's credibility and observation. I have not had my 2000a
on line for 6+ months and just hooked everything back up this weekend. It
will trip with 25 watts, cw, psk, etc. I do not know if there is a spike in
the key up or key down but I would suspect the latter based on what I see
when it trips.
