Yes. The noise level reading on the s-meter or dBm display should remain the
same with the preamp on or off. Only if the noise is very low should you see
the s-meter drop when you turn on the preamp. Sounds like you need to run
the calibration.

Connect a dummy load, press Control-Shift-P, and run the image and receiver
level tests. Repeat using Control-Shift-R for the RX2 tests.
