The CPU that burps today, may not function at all tomorrow.
All this talk of motherboards, I would get something with extra gas
in the tank.
The basic SDR DSP and audio run fine on a 533MHz machine. What you need
the extra power for are (1) the graphical display (2) short buffers /
low latency (3) the ability to run arbitrarily many, arbitrarily complex
applications alongside the SDR.
In other words, you need very little CPU to run a receiver tuned to a
single frequency all day long. What the extra power buys you is being
able to do *other* stuff at the same time.
You need even less than that if you're running a half-duplex application
like a PSK-31 program. Where the burps really show up is in sustaining
full-duplex audio.
