The local Micro Center store sells OEM Windows when you buy the parts to
make a machine. They are licensed Microsoft copies, completely legal. Micro
Center is the name that Fry's operates under here in the midwest. The guy I
bought my parts from tells me that they sell the makings for hundreds of
machines per week, most with OEM Windows.

As I wrote previously, I understand this has changed recently, and perhaps Micro Center is not "up to speed."

A. OEM System Builder software must be preinstalled and then resold to another party. If you are using the PC within your organization, this "resale" requirement will not be met. In addition, as a system builder preinstalling OEM System Builder software onto new PCs, this requires that you grant the end user license terms to the third party acquiring the PCs from you. If you are distributing the PCs within your organization, you can’t grant the end user license terms to yourself."

(I understand that there is confusion about the OEM license terms and has been for years. I heard the sales person in one store tell a customer, "This is an OEM version, so we can sell it only with PC hardware -- but a 25-cent pack of screws is 'PC hardware.'" Just weeks later my local computer store told me, "We can sell an OEM version only installed on a computer that we have assembled.")
