That's the whole purpose behind defining Vne (ne == never > exceed) speeds in the first place.
Vne has nothing to do control inputs; you already have that danger at Vno. Instead, Vne is where the aerodynamics of the aircraft start to potentially become unstable and/or flutter and/or twist components due to airspeed. For people looking at airspeed indicators, Vne is the red line.
