No need to verify. JSB does indeed use 'from' vectors. However,
both LaRCSim and YASim use 'to' vectors.

Please note that there is a difference between fgfs's internal
representation of wind, and the way it is set by the user. As an
engineer, I am partial to using 'to' vectors internally. That is
internally consistent, unless you are going to tell me that
aircraft headings are also represented as 'from' vectors.

Either way, I think we should make a choice, document it, and
stick to it. It's not very desirable to have FDM's disagreeing
with one another.
