It's just speculation on my part, but I figure several things play into
that.  Best climb is usually published in the form of a speed, not an
angle.  Also, that speed is usually above 250 knots for a jet, so you
dial in 250 until you get to 10k (at least here in the US) then dial it
up to best climb.  Also, the same mode will work for descent as well as
climb. 

On top of all that, speed is just more convenient since ATC instructions
are given in terms of speed.
