I apologize that this is less than obvious at the first crack, but simgear and flightgear are typically developed in parallel so you need to have a matched set. SimGear-0.0.18 corresponds to FlightGear-0.7.10. However if you want to build the cvs version of FlightGear, you also need the *cvs* version of SimGear. See www.simgear.org for the details on how to checkout the latest simgear cvs code.
