You know, I happened to drive in Germany and Belgium yesterday and saw the same objects (only they where in blank metal color) and just then I realized they were water towers! Over here in The Netherlands water towers aren't used for decades now, and instead were replaced by turbines to keep the pressure. I don't know why they choose to do so, bu I guess the brick built water towers we used to have became too expensive.
