Giovanni,

The biggest problem with the 3d clouds is they take up a ton of
texture ram.  Most likely that is the primary bottle neck you are
seeing with your 16Mb card.  I've had trouble even with a 32Mb card,
so if you really want nice 3d clouds (they aren't fully finished yet
unfortunately) you probably want to upgrade to a 64Mb graphics card.
