Well, not exactly! Keep in mind that the same code is available to everyone else including the North Koreans, provided of course they are "allowed" to keep their power plant running long enough to make an internet connection. Keep in mind the ways that OSS, at least potentially, operates as a social equalizer. That counts for individuals, businesses, and governments.
