AFAIK, yes.

The keyboard settings should eventually be organized hierarchically:

1. global keyboard.xml: defines stuff that matters to (almost) all
   aircrafts: (Esc->Quit; g/G->gear; f/F->flaps; ...)

2. category file:
   * prop machine (prop pitch/feather, mixture, carb. heat, ...)
   * jets/fighers (afterburner, ejection seat, parachute, hook, ...)
   * airliners    (air condition, flush toilet, ...)

3. specific aircraft definitions

So, the c172 would load the global file, the prop file and eventually
add a few c172 extras. Advantage: don't bloat global file with completely
useless stuff (afterburner in the wright flyer?), but still good
consistency between different aircrafts of the same category.
And, of course, special vehicles can still refuse the category file
and/or override everything, if necessary.
