Then add the interval-sec tag to all the bindings in question.  Everyone is
entitled to their own opinion and preferences.  This patch just gives the
option...and btw doesn't affect existing behavior (positive or negative) until
and when people want it to and update the joystick configurations in cvs. 
This  just gives everyone flexibility.

Even if we go to a higher update rate,  this would still be a good option to
have since it allows changing the speed something repeats at without changing
the step size.  If we want to have rate of change (variable steps) at some
point, then we can add a tag for that.
