I just looked back at the first post for this and don't you just need a 
customised flap quadrent instrument with the increments set to 0.2?

If you want to change it via four steps on the keyboard, you'll have to 
change the setting in keyboard.xml

..or are all these properties exposed in the tree?  ... a quick look and 
yes they are:

/input/keyboard/key[91]/binding/step
/input/keyboard/key[93]/binding/step

Changing the value doesn't seem to change the behaviour though:(
