There are transparency issues in the way we render things

Note you can see this same problem if you look at the billboarded
trees closely.

FWIW - This is a tough one, and really requires keeping two scene graphs
one for translucent and one for opaque objects.  The tranluscent branch then 
needs to be Z sorted before rendering every frame
