I just tried and failed to simulate the first shot with the command line fgfs --start-date-gmt=2003:07:12:16:04:13 --airport=EGTP --fog-disable --disable-clouds --disable-clouds3 I even removed my ~/.fgfsrc but I still get a dramatically clouded sky.
