No. This is pretty much a bug with the current brake control system. It confuses the notion "wheel" with "brake pedal/lever", which really isn't correct. We should probably standardize on something like this:
/controls/brakes/left /controls/brakes/right /controls/brakes/parking
Instead of what we have now, which associates a separate control axis with each "wheel".
I'm not sure how much work would have to be done in the FGControls class and JSBSim, but for YASim aircraft this would be a "soft" change to configuration files only.
