For the graphics *editors* (kpaint, kolourpaint, krita): no, not nearly.
They are all still very basic. (On the other hand, any of these is a lot
better than gimp for drawing simple things like rectangles and circles,
which gimp just doesn't grok without external module voodoo.)

The main point behind the importer/exporter, however, is that all KDE
applications do now actually see RGBs as images, rather than just as
binary data. Apart from being edited they can now be viewed by all
viewers, seen in the thumbnail view of file managers, and embedded in
documents etc. And sooner or later, krita will outshine gimp.  ;-)
