I think that the article was referring to net thrust from the propellor-powerplant combination. 2000lb of engine ;power' doesn't necessarily make for 2000lb of thrust from the prop. I think its more that the drag returns, to some extent, when the engine is at lower power settings although, being a ramjet type arrangement, there may be a loss of efficiency (and hence higher drag) at lower speeds.
