I've taken some steps to try and correct the problem of ATC being too quiet (and 
effectively inaudiable) in comparison to the engine noise.

ATC is now re-enabled by default.

The ATIS voice has been normalised to 0dB (considerably louder - the original was a 
somewhat quiet recording).

Possibly more controversially, I've lowered the in-cabin engine and wind noise of the 
default plane for now.  This is experimental, and can be reverted if folk object!  I'd 
be interested in opinions on how the relative engine and ATC volumes should sound in a 
real-life GA plane, both with and without headphones.  I'd also be interested in 
whether people who have never been able to hear the ATIS voice audiably (David M) can 
now hear it?  Simply switch 118.85 from standy to active on comm1 and you should hear 
it.  Only base needs updating - there's no code changes.

Finally, is there a way to make an operation dependent on two properties in an xml 
sound file? - I'd like to make a further drop in engine volume dependent on both 
/sim/current-view/internal AND /sim/general/headphones (or something like that) being 
true.
