There are 3 possibilities

- - wind is too slow: the turbine doesn't turn (I don't know the direction
  they are facing, probably directly to the wind)
- - wind speed is right: the turbine faces the wind and turns
- - wind speed is too high: the turbine doesn't turn and it's turned away
  from the wind (90 deg angle)

When it turns the rotational speed is probably constant as the blades
can be twisted IIRC.
