Surely doable, but I hope you develop it w/o tying to the win32 GUI APIs directly, rather using a portability layer, e.g. Qt or smth like that. Also, you might find a lot of what you want already implemented in http://sourceforge.net/projects/fgflightplanner and then just add the missing features to it.
