Are you sure you don't have the weather scenario set to something else besides "none"? I don't even think that "fair weather" allows one to adjust the properties without the possibility that they get overwritten by the code.

I don't have much time to reply here, but the weather subsystem is pretty complex. there are several 'boundary' layers of information and several 'aloft' layers. The environment system interpolates between these at run time and stuffs the result into /environment ... so you can't change those values yourself, you have to go further back in the pipeline. I think all the layers are setup in /environment/config/
