Do you have a feel for how to resolve interfaces between regions where
we'd have to switch from vmap1 to vmap0?

Suggestion:  make a tile once with vmap1 and once with vmap0, and make
available for dl, so people can give some input on fps hit?

Do the current rivercourses come from vmap0?  I'm a bit confused at this
point about what comes from vmap0 and what comes from GSHHS.
