A couple things that  could be done right now.

Use something like an nvidia card with twin-view which creates a single desktop spanning 2 displays.  You could create a FG window that stretches across the two displays, then cover one of those with a 2d panel.  You'd have to play tricky games with the view frustum though so that the other display is "centered" on the center of the display, not centered between the two displays.

There is an ongoing background effort to port FG to OSG.  This is actually quite well advanced.  There are a few remaining sections to be ported, but the bulk of the work is done.

OSG will facilitate doing a lot of new and useful things, among those is drawing to multiple windows from a single app.  That's still a ways out, but progressing.
