Well, SQLite (http://www.sqlite.org) seems to do everything required.
It's a C library that's really small, SQL compatible, fast, available on
even more platforms than FlightGear and fully in the public domain. If
you want to use an SQL database in FG for anything, SQlite would seem to
be the first choice.

Of course, I say nothing about if there is even a need for SQL in FG.
Just pointing to an option in case the need arises.
