I know the POH expresses this in terms of manifold pressure,
but in reality it is nothing more than a switch actuated by
the _position_ of the throttle.

So rather than looking at MAP, I suggest looking at the
throttle.

I observe that in the model, 0.3 on the throttle corresponds to
13" MAP at sea level.  So unless anybody has a better idea, I
vote for
   /controls/engines/engine/throttle < 0.3
