Someone correct me if I'm wrong but this looks like a simple conversion.
FlightGear wants the coordinates in decimal form.
"s" and "w" produce negative coordinates.
s23 19.87 = -(23 + 19.87/60) = -23.33117 (to however many decimal places you
want to carry)
w046 08.08 = -(46 + 08.08/60) = -46.13467
