Bugtracking needs:

1) People to know how to use it, particularly the bug repporters wich 
are often not developpers and fail to issue usefull reports, thus 
flooding the database. Thats a difficult point.
2) An administrator to qualify bugs, remove/classify redondant rapports, 
and manage the whole thing. It really costs a lot of time.

IMHO, thats the main objections.
