Yes, the pre11 is actually the current plib branch. As such, you can find windows binaries at the usual place, namely ftp://ftp.ihg.uni-duisburg.de/FlightGear/Win32/. Recently also Reagan Thomas is providing builds at http://139.78.95.188/flightgear/builds/plib/.
