There doesn't seem to be a consensus around the change, so I've
reverted keyboard.xml to its previous version, at least until we
finish our discussion about the keyboard reorg.  The function to
toggle aircraft lighting is not currently bound, and the 'l' key
reverts to its previous function to lock the tailwheel (unless
overridden by an aircraft config file).
