Reasoning behind the toggle - for proper use of the carb heat you want to have it on for 30-60 secs in the cruise and on anytime the throttle is less than 50% open. At least thats the way its taught at our club and we haven't lost an aircraft to carb icing since this rule was introduced. Please don't ask what happened before this rule was brought in....
