No. A perl script called "metar" was the predecessor. Then Erik demanded that I rewrite it in C++ for simgear (we had a metar parser before that, but it was imported from outside, very complex and hard(er) to understand). I wrote the metar proxy later, after someone asked for a built-in feature to replay old metar data. I found that this was a bad idea, and that the already implemented features could handle that already, if a fake NOAA server (the proxy) would just return old data.
